EU Reaffirms Octinoxate Safe at 10% in 2025 SCCS Opinion

Octinoxate is banned in Hawaii but the EU just reaffirmed it at 10% in 2025, a sharp case study in why 'endocrine-active' doesn't automatically mean 'unsafe at use levels.'

In final opinion SCCS/1671/24, adopted on 26 June 2025, the SCCS concluded that EHMC (octinoxate) is safe as a UV filter up to 10% in sunscreen lotion, face and hand cream, lipstick, and pump and propellant sprays, including for children, despite finding it is estrogenically active with weak anti-androgenic effects.

The SCCS distinguishes intrinsic hormonal activity from real-world risk, concluding that detectable estrogenic and weak anti-androgenic effects do not translate into harm at the permitted use concentrations, which is why it reaffirmed octinoxate at 10%.

Did the EU find octinoxate completely free of hormonal activity?

No. The 2025 SCCS final opinion acknowledged that octinoxate (EHMC) is estrogenically active with weak anti-androgenic effects. Even so, the panel concluded it is safe as a UV filter up to 10% in the assessed products, including for children. Intrinsic activity in a lab is not the same as harm at real-world use levels.

Why is octinoxate banned in Hawaii but allowed in the EU?

Hawaii's restriction is driven mainly by environmental concerns about coral reefs, whereas the EU's SCCS opinion assesses human safety at use concentrations. In June 2025 the SCCS reaffirmed octinoxate as safe up to 10% for human use, even as other jurisdictions limit it for ecological reasons. The two decisions answer different questions.
