Is tinted sunscreen better than foundation with SPF?

Generally yes. Tinted sunscreen is formulated as sunscreen first, so applied properly it delivers reliable broad-spectrum protection plus iron oxides that help shield against visible light. Foundation with SPF is rarely applied thickly enough to reach its labeled protection.

Do SPF setting powders and sprays work?

They can help with reapplication but are easy to under-apply, so they shouldn't be your only or first layer. Sprays must be applied generously and rubbed in (never inhaled); powders give light touch-ups. Start the day with a generous cream or lotion sunscreen.

Can I skip sunscreen if my primer has SPF?

No. SPF doesn't simply stack, and you apply far too little primer to reach its labeled protection. Use a dedicated broad-spectrum sunscreen as its own step, and treat any SPF in primer or makeup as a small bonus on top.
